## Commercial Excavation in Toronto, Explained

Commercial excavation is the bulk digging for multi-unit residential, low-rise and mid-rise commercial buildings, usually including one or more below-grade levels. In Toronto it almost always comes with earth retention, because lots are tight and neighbouring buildings sit at the property line. The work falls under OBC Part 4 for Large Buildings, with engineered shoring, dewatering, excess soil rules and City road permits.

### What commercial excavation costs in Toronto

Commercial excavation in Toronto typically runs $25K to $500K. A small stacked townhouse or multi-unit infill can be $25K to $90K. A low-rise commercial building or 4 to 6 storey residential project is often $90K to $250K. A mid-rise with one or two parking levels commonly reaches $250K to $500K. Earth retention, dewatering and excess soil handling can each add as much as the digging itself, which is why a full scope matters more than a per-cubic-metre rate.

### The rules under OBC Part 4 and City by-laws

Buildings over 600 square metres or more than three storeys fall under OBC Part 4, which requires engineered design and stamped drawings for excavation support. O. Reg. 213/91 governs excavation safety on site. Pumped groundwater discharged to City sewers needs approval under the Toronto Sewer Use By-law. Surplus soil is regulated by O. Reg. 406/19, and trucks or hoarding on the road need a road occupancy permit from Transportation Services.

### Who does commercial excavation in Toronto

Developers and general contractors should look for an excavation contractor with Part 4 experience, an engineer who can design or coordinate shoring, its own fleet and trucks, WSIB clearance and at least $5M liability. Ask how they monitor neighbouring buildings, how they handle dewatering permits and who manages excess soil records. Pro Excavation Toronto delivers excavation and shoring under one contract with BCIN Part 4 qualified leadership.

## What Is Commercial Excavation?

Commercial excavation is the large-scale digging that comes before a multi-unit residential, retail, office or mixed-use building. In Toronto it usually means removing thousands of cubic metres of soil for one or more below-grade parking or service levels, on a lot with neighbours on three sides and a busy street on the fourth. The digging is the visible part. Earth retention, groundwater, soil regulations and trucking logistics are where commercial excavation is won or lost.

As a

Toronto excavation contractor

, we work for developers, general contractors and building owners on projects from small multi-unit infills to mid-rise buildings with two levels of parking. The scope is usually bulk excavation, coordinated shoring, dewatering, excess soil management and site logistics, delivered under one fixed-price contract.

## What a Commercial Excavation Scope Includes

### Bulk excavation in lifts

We do not dig the whole hole and then shore it. Excavation proceeds in lifts, typically 1.2 to 2 m, matched to the shoring sequence so lagging, walers and rakers or tiebacks go in as each level of soil is exposed. The final lift is trimmed to subgrade for the footing trades.

### Earth retention

Most Toronto commercial sites need

shoring

[/shoring-services/ →](/shoring-services/)

on at least two sides. Common systems include soldier piles with timber lagging, raker bracing, tieback anchors and caisson or secant pile walls where groundwater or heavy adjacent loads demand a stiffer wall.

### Dewatering

Where groundwater sits above the excavation base, a dewatering system keeps the hole dry enough to work and inspect. Discharge to City sewers requires approval under the Toronto Sewer Use By-law, and sediment must be settled or treated first.

### Excess soil management

O. Reg. 406/19 governs surplus soil in Ontario. Depending on the project, that can mean a soil management plan, sampling, a Qualified Person’s report and tracking every load to a registered receiving site.

### Logistics

Truck routes, staging areas, traffic control, road occupancy permits, mud mats and street sweeping. Downtown, logistics can set the pace of the whole dig.

## The Technical Rules: OBC Part 4 and the City

Most commercial buildings fall under OBC Part 4 for Large Buildings, which requires engineered design for excavation support and foundations. Our principal engineer is BCIN Part 4 qualified and a licensed Ontario P.Eng, so stamped shoring drawings and site inspections come from inside the company.

| Requirement | Who sets it | What we do |
| --- | --- | --- |
| Excavation support design | OBC Part 4 | P.Eng stamped shoring drawings and inspections |
| Excavation safety | O. Reg. 213/91 | Benching, shoring and access to code on every lift |
| Groundwater discharge | Toronto Sewer Use By-law | Discharge agreement, settling and testing |
| Surplus soil | O. Reg. 406/19 | Planning, sampling, QP oversight, load tracking |
| Road use | City of Toronto road occupancy permit | Traffic plan, staging and permit applications |
| Neighbouring buildings | OBC and good practice | Condition surveys, monitoring, tieback agreements |

## Protecting the Neighbours

On urban sites the neighbouring buildings are the biggest risk. A 1950s apartment block 1.4 m from the property line does not tolerate much movement. Before we break ground we document the condition of adjacent buildings, install monitoring points and agree on alert thresholds with the engineer and GC. Readings continue through the dig. This is how we keep projects free of claims, and it is the reason excavation and shoring belong in one contract.

## When to Bring Us In

The earlier the better. Shoring design, dewatering approvals and soil management plans all take time, and they shape the excavation schedule. If we see the geotechnical report and the structural drawings at the design stage, we can flag cost drivers such as a tieback that crosses a neighbour’s lot or a dewatering rate that needs provincial registration. ## Choosing a Commercial Excavation Contractor

Compare bids on scope, not just price. Does the number include the shoring design and install, the dewatering system and permit, the soil testing and QP, the trucking and tipping, and the road permits? Who monitors the neighbours? Is the crew WSIB cleared and is the liability at least $5M? Our proposals answer each of those in writing.

### What Moves the Price

| Cost driver | How it affects your quote |
| --- | --- |
| Bulk volume | Cubic metres to remove, multiplied by swell, set the machine hours and the truck count. |
| Earth retention | Open cuts are cheapest; soldier piles, rakers, tiebacks or caisson walls add design and install cost but are usually unavoidable on urban lots. |
| Groundwater | Dewatering systems, discharge permits under the Sewer Use By-law and treatment for sediment can be a major line. |
| Excess soil quality | Clean soil goes to reuse sites; impacted soil needs testing, QP oversight and licensed receivers under O. Reg. 406/19. |
| Logistics | Road occupancy permits, traffic control, haul routes and limited working hours downtown slow trucking. |

We do not give verbal estimates. Every number on this page is a planning range; your firm price comes in writing on letterhead within 24 hours of the site visit, with every line item shown.

## What Toronto Clients Say About Our Commercial Excavation

> "We needed a 28,000 sq ft warehouse pad and two loading docks built while the existing building kept shipping. Pro Excavation Toronto gave us a fixed-price contract with P.Eng stamped drawings before we signed, and the 5-stage draw schedule matched our capital approvals. Their own 10-ton machines and dump trucks were on site the week after award, which our previous contractor never managed with rented gear. Every granular lift was Proctor tested and the reports landed in my inbox the same day. Truck traffic was phased around our shipping windows so we never lost a dock door. The pad passed the slab contractor's level check first time, with not one change order on a $1.1M job."

Pat M.

Facilities Director, GTA distribution warehouse, Mississauga

Project value $1.1M

> "Digging a pipe gallery through an operating plant is a nightmare if the contractor does not plan. Marko's team hydrovac daylighted every line before the first cut, shored the trench to the P.Eng design and worked in shifts around our production schedule. The MOECP paperwork for excess soil was handled by their Qualified Person, so our environmental lead had nothing to chase. Union-ready crew, clean site every evening, and the gallery was ready for the mechanical contractor two days early."

Rob T.

Plant Manager, food processing facility, Vaughan

Project value $680K

> "Rail-adjacent earthworks on a brownfield lot with impacted soil. They segregated and tested the soil, tracked every load under O. Reg. 406/19 and kept the haul records clean for our MOECP file. Cut and fill came in more balanced than the civil estimate, which saved real money on export. Their superintendent sent photo reports daily, and the fixed price held to the dollar."

## Commercial Excavation FAQs

### How much does commercial excavation cost in Toronto?

Commercial excavation in Toronto typically costs $25K to $500K per project. The range is wide because the scope varies so much. A small multi-unit infill with an open cut might be $25K to $90K. A low-rise commercial building or a 4 to 6 storey residential project with partial shoring is often $90K to $250K. A mid-rise with one or two parking levels, full perimeter shoring, dewatering and soil export commonly lands between $250K and $500K. We price from the geotechnical report, the structural and shoring drawings and a site walk, and send a fixed-price proposal with each component, bulk dig, retention, dewatering, export and logistics, shown separately so you can compare it to other bids.

### Do you provide shoring as well as excavation?

Yes. Our P.Eng designs or coordinates the earth retention system, whether soldier piles and lagging, rakers, tiebacks or caisson walls, and our crew digs in lifts that match the shoring sequence. Having excavation and shoring under one contract removes the most common source of delay on urban sites: the dig sub waiting on the shoring sub, or blaming them. On a Yonge-Eglinton mid-rise with a 1950s apartment building 1.4 m from the property line, this approach delivered zero neighbour claims and a slab poured on the original date.

### How do you protect neighbouring buildings?

Before we dig, we survey the condition of adjacent buildings and set monitoring points on walls near the excavation. Readings are taken through the dig and sent to the GC, with alert and action thresholds set by the engineer. The shoring is designed for the loads those buildings put on the soil, and tieback agreements with neighbours are coordinated where anchors cross the lot line.

### Do you handle dewatering?

Yes. Where groundwater sits above the excavation base we design and run a dewatering system, settle or treat the water, and get the discharge approval required under the Toronto Sewer Use By-law. Large volumes may also need a provincial water taking registration, which we flag early.

### How do you manage excess soil under O. Reg. 406/19?

We plan soil destinations before excavation starts, arrange sampling and a Qualified Person where the regulation requires it, and track every load from the site to a registered receiver. Your file has the records an auditor or lender may ask for.

### Do you handle road occupancy and traffic?

Yes. We plan truck routes, staging, traffic control and road occupancy permits with the City, and keep streets clean with mud mats and sweeping.

### What size of project do you take?

Commercial and multi-unit projects from about $25K up to $500K of excavation scope, and industrial earthworks up to $2M. For larger high-rise digs we can quote specific packages.

### Can you start before the shoring design is final?

We can price and plan from preliminary drawings, but digging starts only once the retention design is stamped and permits are in place. Early involvement often speeds up both.

### Are your crews union-ready and WSIB cleared?

Yes. We carry WSIB clearance and $5M general liability on every project, and can provide union-ready crews for sites that require them.

### Do you work outside Toronto?

Yes. We regularly work in Mississauga, Vaughan, Markham and Oakville on commercial and industrial projects.
