Pro Excavation Toronto

provides engineered excavation, shoring and underpinning throughout Toronto, backed by 22+ years combined Toronto excavation and underpinning experience. We repair and replace private sewer laterals and water services across Toronto, and we answer emergencies around the clock.

When a watermain bursts or a sewer backs up, a crew is on site within 4 hours with a hydrovac to expose the break without cutting other lines. A camera inspection tells us whether trenchless pipe bursting or lining will work, which saves your driveway and landscaping, or whether an open-cut replacement is needed. We coordinate with Toronto Water on the City-owned portion, handle the plumbing permit, and bill your insurer directly where coverage applies.

## Sewer and Watermain Repair in Toronto, Explained

In Toronto, the sewer lateral and water service that connect a house to the City mains are split in two: the portion on private property belongs to the owner, and the portion under the road or boulevard belongs to the City. Old clay laterals crack and fill with roots, and old water services burst. Repairs are done by trenchless methods where possible or by open-cut excavation where not.

### What sewer and watermain repairs cost in Toronto

Most Toronto sewer and water service repairs cost $8K to $80K. Trenchless lining or a spot repair often runs $8K to $18K. Replacing a private sewer lateral is commonly $15K to $35K. An emergency watermain repair with restoration of driveways or roads can reach $20K to $80K. Our North York emergency repair was $28K, and an East York lateral with hydrovac was $18K.

### The rules for laterals and water services

Work on private drains and water services needs a plumbing permit from Toronto Building. The City-owned portion is Toronto Water's responsibility, and they assess and repair it. Excavation needs Ontario One Call locates, and the Toronto Sewer Use By-law governs connections and discharges. Backwater valves and severed weeping tile connections may qualify for the City's Basement Flooding Protection Subsidy.

### Who repairs sewers and watermains in Toronto

Look for a contractor with 24-hour response, a hydrovac to expose breaks safely, camera inspection, trenchless equipment, WSIB clearance and liability insurance, and experience billing insurers directly. Pro Excavation Toronto responds on site within 4 hours and coordinates with Toronto Water.

## Sewer and Watermain Work in Toronto

Every Toronto house has two buried lines running to the street: a sewer lateral carrying wastewater to the City sewer, and a water service bringing drinking water in. Many of them are older than the people living in the house. Clay sewer laterals crack and fill with tree roots, old water services corrode, and when either fails you find out fast, with a flooded basement, a sinkhole in the lawn or water bubbling up through the driveway.

As a

Toronto excavation contractor

[/ →](/)

, we repair and replace private sewer laterals and water services across Toronto, plan replacements before they fail, and run a 24-hour emergency line for property managers and homeowners.

## Emergency Response: What Happens When You Call

1. **You call (647) 277-2002.** Day or night, tell us what you see: water in the basement, water in the yard, a sewage backup or a hole that was not there yesterday.
2. **We arrive within 4 hours.** The crew brings a hydrovac truck. Water and vacuum expose the break without the risk a bucket carries next to gas and hydro lines that run close by.
3. **We isolate and protect.** Water is shut off, the area is made safe, and if sewage has entered the basement we coordinate cleanup.
4. **We inspect.** A camera inspection shows the condition of the lateral and whether trenchless repair is possible.
5. **We repair and document.** Photos and line items go to your adjuster from day one, and we bill the insurer directly where coverage applies.

## Repair Methods

### Trenchless pipe bursting

A cable pulls a bursting head through the old pipe, breaking it outward while pulling a new HDPE pipe in behind. Only small pits at each end are dug.

### Cured-in-place (CIPP) lining

A resin-soaked liner is inverted into the old pipe and cured to form a new, jointless pipe inside it. Ideal where the old pipe is cracked but still in line.

### Open-cut replacement

Where the pipe has collapsed or sagged badly, or a new connection is needed, we excavate a trench, replace the pipe and backfill. Deep trenches are shored with trench boxes.

![Sewer camera monitor showing root intrusion inside an old clay lateral](/images/content/sewer-camera-inspection-monitor-showing-root-intru.webp)

| Method | Digging required | Best for | Typical cost range |
| --- | --- | --- | --- |
| CIPP lining | Access points only | Cracked but straight pipe, root intrusion | $8K-$18K |
| Pipe bursting | Two small pits | Full replacement under driveways and trees | $12K-$25K |
| Open-cut | Full trench | Collapsed or sagging pipe, new connections | $15K-$35K+ |

## Private vs City-Owned: Who Pays?

In Toronto, the lateral is split at the property line. The homeowner owns and maintains the section from the house to the property line; the City owns the section from there to the main. If our camera finds a problem on the City side, Toronto Water investigates and repairs it. We coordinate both so the whole line is sound, and we show you the footage so you know what you are paying for.

## Permits, Locates and Subsidies

Private drain and water service work needs a plumbing permit from Toronto Building, which we file. Excavation requires Ontario One Call locates, and because a gas service often runs within a metre of the sewer lateral, we daylight it with our

hydrovac

[/hydro-excavation/ →](/hydro-excavation/)

before digging. This is how our East York crew replaced a collapsed lateral sitting right beside an Enbridge line without a scratch. If you add a backwater valve or sever an old weeping tile connection while the line is open, the work may qualify for the City of Toronto Basement Flooding Protection Subsidy; see

basement waterproofing

[/basement-waterproofing/ →](/basement-waterproofing/)

 for more.

## Planned Replacement vs Waiting for Failure

If you have slow drains, gurgling toilets, recurring backups or large trees near the front of the house, a camera inspection now can save an emergency later. Planned replacements cost less than emergencies, can be scheduled around you, and usually allow trenchless methods.

### What Moves the Price

| Cost driver | How it affects your quote |
| --- | --- |
| Method | Trenchless lining or bursting avoids digging up driveways and lawns, and often costs less once restoration is counted. |
| Length and depth | Long runs and deep laterals, common on wide North York lots, mean more excavation or longer liner. |
| City vs private portion | Toronto Water is responsible for the portion under City property; we coordinate so both sides are fixed together. |
| Restoration | Re-paving driveways, interlock, sidewalks or roads adds cost, especially for open-cut work. |
| Emergency timing | After-hours and weekend callouts cost more, but insurance often covers emergency repairs. |

We do not give verbal estimates. Every number on this page is a planning range; your firm price comes in writing on letterhead within 24 hours of the site visit, with every line item shown.

## Sewer + Watermain FAQs

### Do you handle emergency watermain and sewer breaks?

Yes. Our 24-hour line, (647) 277-2002, covers burst watermains, backed-up sewers, sinkholes and basement water. A crew is on site within 4 hours anywhere in Toronto with a hydrovac to locate and expose the break without striking nearby gas or hydro lines. We isolate the problem, protect the property, and plan the repair, using trenchless methods for most sewer and water laterals. We photograph and document everything and bill your insurer directly where coverage applies. On a North York property, the call came Sunday morning, our crew was on site in 3 hours and the trenchless repair was done by Tuesday.

### How much does sewer lateral replacement cost in Toronto?

Replacing the private portion of a Toronto sewer lateral typically costs $15K to $35K. Trenchless lining or a spot repair, where the pipe is still round enough, is often $8K to $18K. The main factors are the length and depth of the lateral, whether trenchless methods can be used, what has to be dug up and restored, and access. A camera inspection tells us which method will work, and the quote shows restoration separately.

### Who is responsible for the sewer lateral, me or the City?

In Toronto, the homeowner owns the lateral from the house to the property line, and the City owns the section from the property line to the main under the road. If the camera shows a problem on the City side, Toronto Water investigates and repairs it. We coordinate so both sides are fixed and you are not stuck with a new private pipe connected to a broken City one.

### What is trenchless sewer repair?

Trenchless repair replaces or relines a pipe without digging a trench along its length. Pipe bursting pulls a new pipe through the old one, breaking it outward. Cured-in-place (CIPP) lining inserts a resin liner that hardens into a new pipe inside the old one. Both need only small access pits, saving driveways, trees and lawns.

### Why do Toronto sewer laterals fail?

Most older Toronto homes have clay laterals with joints every few feet. Tree roots grow into the joints, the pipe cracks or shifts, and sometimes it collapses. Backups, slow drains and gurgling are the usual warning signs.

### Do you bill insurance directly?

Yes, where coverage applies. We provide photos, a scope and line items from day one and deal directly with your adjuster, which property managers in particular find useful.

### Do I need a permit?

Yes. Replacing a sewer lateral or water service needs a plumbing permit from Toronto Building. We file it, including for emergency work after the immediate repair.

### Can you add a backwater valve at the same time?

Yes, and it is a good time to do it. A backwater valve protects against sewer backups and may qualify for the City subsidy.

### How long does a planned lateral replacement take?

Most planned replacements take 1 to 5 days on site, including restoration. Trenchless jobs are usually at the short end.
