# Underpinning Toronto, ON | Basement Lowering + P.Eng Stamped Design

Last updated: October 13, 2026

Pro Excavation Toronto

[/ →](/)

provides P.Eng stamped underpinning and excavation throughout Toronto, backed by 22+ years combined Toronto excavation and underpinning experience. We lower Toronto basements below the existing footing using engineered 1.2 m sequential pins, so a 6 ft 10 in basement becomes 9 or 10 feet of usable, legal living space.

Marko Pavlovic P.Eng stamps every underpinning sequence and shoring detail to OBC Part 4 before permit submission, and our in-house expeditor carries the file through Toronto Building, the Zoning Examiner and the Committee of Adjustment when a variance is needed. Each pin is inspected before the next is poured, neighbours receive a written notice package, and hydrovac daylighting clears Toronto Hydro and Enbridge lines before we dig.

## Underpinning in Toronto, Explained

Underpinning, also called basement lowering, extends your existing foundation downward so the basement floor can drop and the ceiling height grows. In Toronto it is done in short engineered sections, never all at once, under OBC Part 4 and a Toronto Building permit. It differs from benching, which leaves a ledge around the walls, and from a simple dig-out, which removes soil without deepening the footing.

### What underpinning costs in Toronto

Most Toronto underpinning projects land between $30K and $200K per basement. A detached bungalow gaining about 1.5 ft sits near the low end. A heritage semi or row house in Riverdale or Cabbagetown gaining 3 ft, with party-wall pins, conveyor access and a Committee of Adjustment variance, sits near the top. The structural work is usually 60 to 70 percent of the price; engineering, permits, waterproofing and the new slab make up the rest. We put every line in writing within 24 hours of the site visit.

### The rules under OBC Part 4 and Toronto Building

Toronto Building treats underpinning as structural work, so it needs a building permit and drawings stamped by an Ontario P.Eng. The drawings must show the sequence of pins, typically 1.2 m wide, the order they are dug, temporary support such as needle beams or shoring, and the inspection points. An engineer must review each set of pins before the next is poured. If the lower basement changes height or use, the Zoning Examiner may refer the file to the Committee of Adjustment for a minor variance.

### Who does underpinning in Toronto

Underpinning in Toronto should be done by a contractor who works with a licensed Ontario P.Eng, carries at least $5M general liability and WSIB clearance, and can show Toronto projects in the same house type as yours. Ask who stamps the drawings, who inspects each pin, who files the permit and how the neighbour is notified. At Pro Excavation Toronto the engineer is in-house, the expeditor files the permit and the same crew digs, pours and backfills.

What We Do

## What Is Included in Our Underpinning Work?

Lower your basement below the existing footing with P.Eng stamped 1.2m sequencing, permits handled and party walls protected.

- P.Eng stamped underpinning sequence and shoring drawings (OBC Part 4)
- Toronto Building permit, Zoning Examiner and Committee of Adjustment expediting
- Neighbour notification package and party-wall protection
- Hydrovac utility daylighting before excavation
- Continuous P.Eng inspection and sign-off at each pin sequence
- New slab, weeping tile, XPS insulation and waterproofing tie-in

**Includes:** Engineering, permits, sequencing, inspections, new slab. **Timeline:** 8-16 weeks contract to final inspection (permit 4-8 weeks, sequencing 3-6 weeks, interior + waterproofing 2-3 weeks).

Leslieville semi lowered from 6 ft 10 in to 9 ft 4 in, finished 3 weeks ahead of schedule ($142K).

## What Is Underpinning and Why Do Toronto Homes Need It?

Underpinning is the process of extending an existing foundation deeper into the ground so the basement floor can be lowered. In Toronto it is the most common way to turn a cramped 6 or 7 foot basement into a 9 or 10 foot room that meets OBC Part 9 ceiling height rules for living space or a second suite. The old footing stays where it is; new concrete is poured underneath it, in short sections, until the whole wall bears on a deeper, wider base.

Toronto has more underpinning work than almost any city in Canada for a simple reason: much of the housing was built between the 1880s and the 1950s with shallow basements meant for coal, storage and a furnace. Victorian and Edwardian semis in Leslieville, Riverdale, Cabbagetown and Trinity-Bellwoods often have 6 ft 6 in to 7 ft headroom and rubble stone or soft brick foundations. Post-war bungalows in North York and Etobicoke are a little better, but still rarely give you a comfortable finished room. With land prices where they are, digging down is usually the cheapest square footage you can add.

As a

Toronto excavation and underpinning contractor

[/ →](/)

, we plan every underpinning job around three questions: how much height do you need, what is the foundation made of, and how close is the neighbour. The answers decide the method, the sequence and the price, which is why our engineer looks before we quote.

## Underpinning vs Bench Footing vs Dig-Out: Which One Do You Need?

People use these words loosely, so it helps to see them side by side. A

basement dig-out

[/basement-excavation/ →](/basement-excavation/)

is the soil removal part of the job. Underpinning and benching are the two structural methods that make a dig-out safe.

| Method | What happens to the footing | Floor area kept | Typical Toronto cost | Best for |
| --- | --- | --- | --- | --- |
| Full underpinning | New concrete poured under the existing footing, in 1.2 m sections | 100 percent | $30K-$200K | Small basements, party walls, legal suites, 2 ft+ height gain |
| Bench footing | Footing left in place; a concrete ledge protects it along the walls | Loses 0.6-1 m around the perimeter | Often 30-40 percent less | Larger detached basements, modest height gain |
| Dig-out only | Soil removed, no structural change | 100 percent | $12K-$45K (excavation scope) | Only when the footing is already deep enough |

In practice many Toronto projects combine methods. On a semi we will often underpin the party wall, where a ledge would be awkward and the neighbour’s footing needs protecting, and bench a short exterior wall where it saves money without hurting the layout.

## Types of Underpinning We Use

### Sequential pin (mass concrete) underpinning

This is the standard method for Toronto houses. The wall is divided into sections, usually 1.2 m wide, and numbered so that no two neighbouring sections are open at the same time. Each section is dug below the old footing, formed, reinforced with dowels into the next pin and poured. Once the concrete has gained strength, the gap between new and old is packed tight with dry-pack non-shrink grout so the wall bears on the new concrete without settling. Then the next set is dug. It is slower than pouring one long footing, but it means the house is always supported.

### Needle beams and teleposts

Where a wall carries heavy load or the old masonry is weak, our P.Eng specifies temporary support. Needle beams pass through the wall and rest on cribbing on either side, taking load off the section being dug. Inside, steel teleposts support beams and floor joists while the basement floor is removed. These details are drawn on the stamped plans so the Toronto Building inspector sees exactly how the house is held up at each stage.

### Party-wall underpinning on semis and row houses

A shared wall is the hardest part of most Toronto underpinning jobs. The footing under it supports two houses, and the neighbour’s basement may be lower, higher or full of finished drywall. We underpin party walls in shorter sections, monitor the wall during the work, and coordinate with the neighbour through a written notice package and a pre-construction condition survey that records the state of their side before we start. On narrow downtown lots under 0.6 m from the next foundation, this is the difference between a smooth job and a stop-work order.

## The Technical Rules: OBC Part 4, Toronto Building and the Committee of Adjustment

Underpinning is structural work, so the Ontario Building Code requires design by a qualified engineer and a building permit. In Toronto that permit comes from the Toronto Building Division, and a plan examiner will check for:

- **Stamped structural drawings** from an Ontario P.Eng registered with Professional Engineers Ontario (PEO), showing pin widths, depth, reinforcement and the dig sequence.
- **Temporary support details** such as needle beams, teleposts or shoring where the excavation is deep or close to a neighbour.
- **Inspection points**, with an engineer reviewing each set of pins before the next is poured, and city inspections at key stages.
- **Drainage and waterproofing** at the new footing level, including weeping tile and a connection to a sump or the storm system.

If lowering the basement changes the use of the space, adds a dwelling unit or needs a new walkout, the Zoning Examiner may refer the file to the Committee of Adjustment for a minor variance. Properties in a Heritage Conservation District, common in Cabbagetown, parts of Riverdale and the Annex, can also need heritage review for any visible exterior changes. Our expeditor handles all of this, and we tell you at the site visit which path your house is likely to take.

The Toronto Noise By-law matters too. Excavation and concrete work are limited to set hours on weekdays and Saturdays, and neighbours expect notice before machines arrive. We build both into the schedule.

## When Do You Need Underpinning?

You likely need underpinning, rather than a simple dig-out, when:

1. **You want more than a few inches of extra height.** If the new floor would sit below the bottom of the existing footing, the footing must be deepened or benched.
2. **You plan a legal second suite.** OBC Part 9 sets minimum ceiling heights for habitable rooms, and a legal suite also needs egress, fire separation and proper drainage. Underpinning is usually the only way to hit the height without losing floor space.
3. **The foundation is already moving.** Cracking, settlement or a wall leaning inward can mean the footing is too shallow or sits on poor soil. Underpinning to firmer bearing can stabilise the wall.
4. **You are adding a storey.** A second or third floor addition can overload an old shallow footing. The engineer may call for underpinning to carry the new load.

## Protecting Neighbours, Heritage Brick and Utilities

Three things stop Toronto underpinning jobs more than anything else: rejected plans, neighbour objections and utility strikes. We deal with all three before mobilization. The stamped structural scope goes in with the permit. The neighbour receives a written notification package explaining the work, the schedule and the condition survey. And our own hydrovac truck daylights the gas, hydro and water services that run under most Toronto front and side yards, after Ontario One Call has marked them, so no excavator bucket ever finds a line by accident. If you want the detail on that last step, see our

hydro excavation

[/hydro-excavation/ →](/hydro-excavation/)

 service.

Heritage brick needs care of its own. We keep heavy machines off old masonry, use conveyors to move soil through narrow side yards and protect window wells and steps with plywood. On our Cabbagetown dig-out, soil left through a 0.8 m side yard and nothing heavier than a wheelbarrow touched the heritage facade.

## Underpinning vs Hiring the Cheapest Bid

A low underpinning quote usually leaves something out: the engineering, the permit, the waterproofing, the new slab or the neighbour notice. The gap shows up later as a change order, a rejected permit or a stop-work order. When you compare quotes, ask each contractor:

- Who stamps the drawings, and will they inspect every pin?
- Is the permit fee and expediting included?
- Are weeping tile, sump, insulation and the new slab included?
- How will soil leave the property, and who pays the bin and street occupancy permit?
- What insurance do you carry, and will you share the certificates before work starts?

Our quotes answer every one of those in writing. If you want to see how the numbers work for your house before a site visit, the cost section below breaks down the main drivers, and our

### What Moves the Price

| Cost driver | How it affects your quote |
| --- | --- |
| Linear footage of foundation | The biggest single driver. A 20 x 40 ft bungalow has about 120 linear feet to underpin; a long Victorian row house can have more wall but shorter runs per side. |
| Height you want to gain | Going from 6 ft 10 in to 8 ft is far cheaper than going to 10 ft, because deeper pins need more concrete, more soil removal and sometimes shoring. |
| Party walls | Semis and row houses need party-wall pins, a neighbour notice package and a condition survey, which adds engineering and site time. |
| Soil and groundwater | Toronto clay till digs cleanly; sand near the lake or the Humber can need dewatering and tighter sequencing. |
| Access | Side yards under 1 m mean conveyors and hand work instead of a mini-excavator, which slows soil removal. |
| Heritage District and variance | A Heritage Conservation District review or a Committee of Adjustment hearing adds paperwork and calendar time, not usually concrete. |

We do not give verbal estimates. Every number on this page is a planning range; your firm price comes in writing on letterhead within 24 hours of the site visit, with every line item shown.

## Underpinning FAQs

### How much does underpinning cost in Toronto?

Most Toronto underpinning projects cost $30K to $200K per basement. Where you land depends on the linear footage of foundation wall, how much height you want to gain, whether you share a party wall, the soil and groundwater, and how tight the access is. A detached 1950s bungalow in North York gaining about 18 inches with good side-yard access might be $30K to $70K. A semi-detached house in Leslieville or Riverdale gaining 2.5 feet, with a party wall, a neighbour condition survey and conveyor access, is commonly $75K to $145K. A Victorian row house or heritage semi in Cabbagetown going to 10 ft ceilings can reach $130K to $200K. We give you a written CAD quote on letterhead within 24 hours of the site visit, with engineering, permits, structural work, waterproofing and the new slab as separate lines, so you can compare every bid properly.

### How long does underpinning take from contract to final inspection?

Plan for 8 to 16 weeks from signed contract to final inspection. The Toronto Building permit takes 4 to 8 weeks, and that is the step most homeowners underestimate. Because our P.Eng stamps complete drawings before submission, plans rarely come back for revisions, which keeps us near the short end. On site, digging and pouring the pins in sequence takes 3 to 6 weeks depending on the linear footage and how many sets the engineer specifies. Interior work, weeping tile, insulation and the new slab take another 2 to 3 weeks. If a Committee of Adjustment variance is needed, add the hearing schedule, which we flag at the site visit rather than after you sign. Winter work is possible with heated enclosures and cold-weather concrete protocols.

### Is underpinning safe for my house and my neighbour's house?

Yes, when it is engineered and sequenced properly. The risk with underpinning comes from removing too much soil under a footing at once, so we never do that. The footing is undermined in short sections, typically 1.2 m, in an order set by our P.Eng so that most of the wall is always supported. Each pin is poured and dry-packed tight to the old footing before the next set nearby is dug. Where the wall needs extra support during the work, we install needle beams or teleposts. For party walls and close neighbours we add a pre-construction condition survey and, where the engineer calls for it, movement monitoring points. That is how our Riverdale semi dig-out finished with zero cracks on the neighbour's side.

### Does my Toronto home qualify for underpinning?

Most do. Victorian semis, 1920s detached houses, Edwardians and 1950s bungalows across Toronto have all been underpinned successfully. Qualification comes down to the condition of the existing foundation, the soil and water table, and how close the neighbour's foundation sits. Old rubble stone foundations can still be underpinned, but they need tighter sequencing and sometimes temporary support while each pin is poured. During the free site visit our engineer looks at the footing type, wall material, cracks, past repairs and drainage, then tells you in writing whether underpinning, a bench footing or a combination makes the most sense for your house and budget. You get that review before any deposit, which most excavators will not provide.

### What is the difference between underpinning and a bench footing?

Underpinning extends the existing foundation downward in engineered 1.2 m sections so the full floor area gains height, while benching leaves a concrete ledge, the bench footing, around the perimeter so the centre of the floor can be lowered without digging under the footing. Underpinning costs more but keeps every square foot usable. Benching is faster and cheaper but gives up roughly 0.6 to 1 m of floor along each wall, which can make a small basement feel cramped and complicate finishing. Our P.Eng recommends the right method after the site review, and some projects combine the two, for example underpinning the party wall and benching a short exterior wall.

### Do I need a permit to underpin my basement in Toronto?

Yes. Underpinning is structural work under OBC Part 4, so Toronto Building requires a building permit with drawings stamped by an Ontario P.Eng. Our in-house expeditor prepares and files the application, answers plan examiner comments, books inspections and handles any referral from the Zoning Examiner to the Committee of Adjustment. Expect 4 to 8 weeks for the permit.

### Will I need a Committee of Adjustment variance?

Sometimes. If lowering the basement creates a new dwelling unit, changes the floor area calculation or needs a walkout that affects setbacks, the Zoning Examiner may require a minor variance. We check this at the site visit and tell you the likely path before you sign, so the hearing timeline is part of the plan rather than a surprise.

### Can I stay in my house during underpinning?

In most cases yes. Work happens in the basement and the yard, and the main floors stay supported throughout. Expect noise during Noise By-law hours, dust control at the basement stairs and limited basement access for several weeks. Families with very young children or anyone sensitive to noise sometimes choose to stay elsewhere during the excavation stage.

### Do you waterproof while the basement is open?

Yes, and it is the cheapest time to do it. With the footings exposed we install new weeping tile, clear stone and a sump, tie in an exterior membrane where the outside is open, and add XPS insulation under the new slab. Doing it later means digging again.

### Can you underpin in winter?

Yes. We protect excavations from frost, heat and blanket the concrete so it cures properly, and keep soil from freezing under footings. Winter can also mean shorter permit queues, so booking in the fall often gets you digging in January.

### How do I pay for underpinning?

Payments follow a fixed-price, 5-stage draw schedule tied to permit, excavation, structural, backfill and final sign-off. Nothing changes without a written change approval signed by you, and insurance and WSIB documents are shared at contract signing.

### Do you work outside Toronto?

Yes. We underpin and lower basements in Mississauga, Vaughan, Markham and Oakville too, working under each city's own building department instead of Toronto Building.
