What Is Site Preparation?
Site preparation is everything that happens to a piece of land before the building trades arrive. It takes a raw field, an overgrown lot or a demolished site and turns it into a level, compacted, drained pad at the right elevation, with erosion under control and stormwater going where the engineer intended. For builders and developers it is the first real cost on the project, and mistakes here show up for years as settled slabs and wet basements.
As a GTA excavation and earthworks contractor, we prepare sites across Toronto, Vaughan, Markham, Mississauga and the rest of the GTA, from single custom-home lots to commercial pads, subdivision phases and industrial yards.
What Our Earthworks Include
Clearing and grubbing
Removing trees (with permits where required), brush and stumps, and protecting the trees that stay with hoarding.
Topsoil stripping
Topsoil is not suitable under buildings or pavement. We strip it and stockpile it for reuse in landscaping, which also saves importing new topsoil later.
Cut and fill
High areas are cut down and low areas filled to the design grades. Fill goes in thin lifts, each compacted and density tested. On larger sites, GPS machine control keeps grading accurate.
Stormwater
Storm sewers, catch basins, swales, culverts and ponds are installed to the civil drawings, so water drains away from buildings and leaves the site at controlled rates.
Erosion and sediment control
Silt fence, mud mats, sediment traps and check dams keep soil on site and out of creeks and roads. Municipalities and conservation authorities inspect these regularly.

Balancing the Site: The Biggest Cost Lever
Trucking is expensive. Every load of soil exported costs hauling and tipping fees, and every load imported costs material and hauling. On many sites, the difference between a well-balanced earthworks plan and a poor one is tens of thousands of dollars. Before we price, we compare existing and design grades, estimate cut and fill volumes with swell and shrinkage, and look for ways to keep usable soil on site. On our Scarborough rail-adjacent project, the cut and fill came in more balanced than the civil estimate, which cut export costs significantly.
| Approach | Soil trucked | Cost impact |
|---|---|---|
| Balanced cut and fill | Minimal | Lowest |
| Export surplus clean soil | Moderate | Hauling plus tipping |
| Import engineered fill | Moderate to high | Material plus hauling |
| Export impacted soil | Varies | Testing, QP, licensed receiver |
Regulations: Conservation Authorities and Excess Soil
Much of the GTA’s developable land sits near valleys, creeks and ravines. Work in these regulated areas needs a permit from the conservation authority: the Toronto and Region Conservation Authority (TRCA) covers Toronto, Vaughan and Markham, while Credit Valley Conservation covers much of Mississauga. Permits can limit when work happens and require extra controls.
Excess soil falls under O. Reg. 406/19, which may require sampling, a Qualified Person’s involvement and load tracking to registered receivers. On brownfield and industrial sites this is often a major part of the scope; see industrial excavation.
Who We Prepare Sites For
- Custom home builders who need a lot cleared, stripped and graded before the foundation dig.
- Developers preparing subdivision phases with roads, lots and stormwater.
- Commercial and industrial owners building pads, parking areas and yards.
- Municipal and institutional clients with grading and drainage projects.
